Greetings,
               If I installed openwisp2-server in my local machine using Ansible-Vagrant. "OPENVPN" is not supported by Virtual machines right. How the device communication happens. Because here Oracle VMware acts as a server on my local machine. How to create a VPN server or its certificate. 

Any one please help me to understand, How it works in local machine and I had gone through the document (https://github.com/openwisp/vagrant-openwisp2) but it's not working and it some what confusing while installing it.

Vagrant-openwisp2's purpose is for testing purposes (bringing up an instance of OpenWISP quickly) and not for real deployments.
It may be possible to get it working but I don't think there's anyone here willing to put in the time to offer free support on that.

Okay...I have one doubt: Federico,
 Can we register our router or it's not possible.
 or else 
How can i check, router can be registered locally & working condition of router without public ipv4 address. 

Hope you understand my question, I want to register and check the working status of the router for Openwisp2 server. without a public ip address just for checking purposes.
