i can't start openwisp

Can your device reach the controller IP you provided? try ping commads to be sure

a complete list of curl errors can be found here.
exit code 7 translates into 'failed to connect to host'. Looks like something wrong with your network setup.

i reset it few times, every time same error

If you open https://10.36.190.1 in your browser, what happens?

 If do this in browser https://10.36.190.1  I get this

Firefox can't establish a connection to the server at 10.36.190.1.

    The site could be temporarily unavailable or too busy. Try again in a few moments.
    If you are unable to load any pages, check your computer's network connection.
    If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

but if do only ip address  10.36.190.1 i get to top luci opening page.

You're pointing openwisp-config to the webserver of OpenWRT, you have to point it to the openwisp server.
What is the URL you use to reach OpenWISP? You have to use that in the configuration of openwisp-config.

Is it clear?
