If you can navigate to a command prompt - and then to the OpenVSP directory - and then run vsp from there -- I think you will see that there is in fact an error message that pops up in the black console window. Unfortunately, when you run by double-clicking on the icon, it goes away before you can read it.
That error message will tell you that your OpenGL version is not new enough for OpenVSP. That is only a half-truth. Your computer is certainly new enough, but you are in fact running the Microsoft default graphics drivers -- which only have antiquated OpenGL support.
You need to install the graphics drivers that match your graphics hardware. Preferably some driver provided by the manufacturer. That will give OpenGL support that matches your hardware capabilities and will let OpenVSP run and perform optimally.
