Removal of San Francisco and vehicle rental fare calculators

Hi *,

due to recurring maintenance costs the core developer team has decided to remove two unmaintained fare calculators from the OTP code base.

They are the San Francisco and vehicle rental fare calculators.

The PR for those at at https://github.com/opentripplanner/OpenTripPlanner/pull/5145

If you're using these and want to maintain them, you're welcome to re-add them to the code and add yourself as the maintainer.
