Hi Russell,
The outages aren't an issue your end, and it's upstream of RDM. Darwin was out for several hours overnight as your graph shows and has been flapping since, though has been stable since about 10:30 so hopefully is now sorted. RDG have been sending out notifications to their incident list about it.
