Gemini feed: no Allocations in message?

I'm seeing another weird (until it gets explained!) message type in the Gemini feed - occasionally I see messages that don't contain any <Allocation> elements - the message just contains the train ID info, but nothing's allocated to it - is this some sort of placeholder message, perhaps? i.e. 2W23 is in the system but currently nothing's allocated to it?

I consider this a de-allocation message, removing anything assigned to that service.

This means nothing has been allocated, and probably something was allocated beforehand.

The documentation says that messages for a service replace any previous messages for a service.

Ahh, right - that makes sense - I did pick up on the bit in the docs about replacing any previous message, but couldn't figure out what the lack of Allocations meant. Thanks for clearing that up!
