New OpenLMIS Independent Service repos on GitHub

Hey all,

As we have started working on OpenLMIS v3, I have created a couple of repos on GitHub, under the OpenLMIS organization.

https://github.com/OpenLMIS/openlmis-template-service - this repo contains the template for any Independent Services that would created.

https://github.com/OpenLMIS/openlmis-example - this repo takes the template and creates a basic email notification Independent Service.

Instructions are in their respective READMEs. Please let me know if you have any questions or comments.
