Cypher for Apache Flink

Hello everyone, 
I’m working on an implementation of the okapi pipeline onto Apache Flink, similarly to how openCypher Morpheus (previously Cypher for Apache Spark or CAPS) implements it on Apache Spark, and I would like to propose this for adoption as an official openCypher project. I’d like to understand the level of interest and want to know what next steps are required for it to become a thing. I am especially looking for a repository under the openCypher organization to host my code and deploy it to Maven central. While currently the name of the project is CAPF, I would like to propose a new name - openCypher Link, as it ties in well with Morpheus, being a character from the movie Matrix as well as reflecting its belonging to Apache Flink.

Dear openCypher community,

The Cypher language team at Neo4j has had a conversation about this proposal to create a new project under the openCypher umbrella.
If Sören is willing and able to maintain the project we are positive to including it as a public openCypher project.

I would love to hear from other members of the community as well. However if nobody raises an objection to this by November 20, I propose that we accept this by lazy consensus, given that Neo4j represents one vote in favour of this.
