None, someone has to do it. Actually, a few year ago Amber Jain, a GSoC
student, actually did produce deb package. I forgot where his work is,
might be referenced in this page

Maybe some version numbers need to be add or updated here and there, but
that's all.

In other words, there is no opencog* package maintainer able to track Debian progress and follow all official packaging requirements.
