I curate a list of ArcGIS server addresses at all levels of USA government from federal to local.  The list currently has 5,000+ addresses and more are being added.  Each week my code scans each address.  An updated list is usually published each Wednesday as a PDF.

Each ArcGIS server has a table of contents that is a series of web pages that you can view with your browser.  If you are not familiar with ArcGIS servers then please see the first part of the PDF.

my favorite arcgis tool is pyesridump; it liberates the data to be used openly.
