Stacey,
I can’t help you with WHERE to put the two-digit county code but I can shed some light on what our county code (SWIS – State Wide Identification System) is;
If you align all of the counties in New York alphabetically the first two numbers are the county; for example, Albany County is 01, Onondaga County is 31, and Yates County is 57; New York City is kind of the “odd ball out” – its SWIS numbers begin with 65.
The second two numbers represent the municipality within the county. Here the towns are aligned alphabetically, and with the exception of the City of Syracuse, are assigned a number starting with 20 and advancing with every other number (Syracuse is 15) . Thus, Camillus would be 20, Cicero would be 22, Clay is 24, etc., until you get to Van Buren’s 56.
The last two digits are used to identify villages within the town, again, aligned alphabetically; here they start with 01 and then goes every other number until all villages are identified. For example, in the Town of Manlius, we have three village: Fayetteville 01, Manlius 03, and Minoa 05; the town outside of the villages is identified by using 89.
So, the Town of Clay has a SWIS of 313889; the Village of North Syracuse (on the Clay side) has a SWIS of 312401 and on the Cicero side, North Syracuse has a SWIS of 312201.
Hopefully, this is what you may have been looking for; if not, I just had fun wasting 3 minutes! 😊
