MiIhai suggested using Enum's for calls to TextUnitMerger so the caller can pick the level of matching from strict to lax. Merging will use the strictest matching.
Mihai also suggested that we add an annotation/note in any TextUnit with code alignment issues vs throwing a single exception.

My recollection is that our XLIFF2 library does not preserve them.
