Updates to release instructions...

I pushed a commit to main updating the release instructions to reflect the current expected gitlab and development pipelines.

I did not review the longhorn release instructions!!! IMHO those should be moved to the longhorn project.

Please review and let me know of any changes - if there are more comments I will create a PR where we can discuss.

Hi Jim,

Looks  good to me. I have created issue #1444 to automate these instructions. Any thoughts or proposals on this are welcome.
