Adding the deprecation warnings for the XLIFF merge wouldn't change anything for the users. This is mostly just a gentle reminder for those that use the API that there is a better format available and Migration is encouraged. I imagine both formats are going to be supported for years to come - But I just want to make sure that others are aware there is a more comprehensive format that gives us additional features and bug fixes.
The deprecation warnings would just be applied at the API levels.
