Add Wikidata Property proposal for GAZ ID

I made a property proposal:

Once we have this approved we can map existing wikidata geographic entities to GAZ (I have mapping code for this) and upload to wikidata (we can try using Greg's code for this).

Note we got the ENVO ID property approved a while ago but we have yet to do anything with it!

We should certainly move on the ENVO side - is this something like an internship project or more a hacking day?
