Getting "'to field was blank" when it is not blank - e-mails won't sent

"No emails will be sent given the values of your current data, merge conditions, and send status." "Error: "To:" field in template was blank." The "to" field shows the correct e-mail address in the previews. Why would it think it's blank and not work?

Double check the set up.  The script is trying to tell you something.  Is the To: a fixed email or from a merge tag?

It is a merge tag. But it shows up correctly in the preview.

 Are you sure the <<value>> matches a title of a column?

This is similar to a problem I was having. When I tried to duplicate the problem in a simpler sheet it went away. 

I was getting the TO field blank error, but when I looked in the preview, the field had data. I was using a fairly convoluted formula to populate the field. My suspicion is that it was taking too long to get the data into the field and Formmule was executing before it completed. I replaced the convoluted formula with a simpler one and (I had done this for a completely different reason, but none-the-less) this made the problem go away.
