No access to template?

I am getting an error that says "You don't have access to template with ID
1T07vdKhByAw4CDgSB8jDt1jDTdDKCMCmRfSGDngk21Q" for a template that I have used previously with no problem and is not in a shared drive.

I have tried making a copy of the template with no luck. I have uninstalled autoCrat and reinstalled it. I have unlinked and deleted the sheet that my Google Form populates and created a new one, but I'm still getting the same error. This started last Friday. Another person in my district is having the same problem so we'd like to know if it's a district issue or an autoCrat issue.
If it's likely a district issue, are there any clues what it may be?

Can you create a simple example with a template and spreadsheet?  It should not contain sensitive information.

We got it sorted out on our Admin side. I asked the IT team to explain what the solution was so that I could relay it here and this is what they said:
In Google Admin, if Context Aware Access Levels are assigned to Google Drive and Docs, the policy setting "Exempt apps configured as trusted and context-exempt" must be set to enabled when assigning the access levels. This is separate from the "Allowlist for exemption from API access blocks in context-aware access. Available only for apps added via OAuth client ID" setting in the API controls.
