Paint for garden furniture

It has been a little quiet here and I thought I would break the silence with, erm, a paint drying question….

I have some metal garden furniture that needs a little TLC because of rust. It is very rusty in places, but the main surfaces are fine and noting has rusted through. 

My intention is to attack the rusted parts with a rotary wire brush in the drill, and then using some home brand metal paint to coat those parts to protect them, and then a simple spray paint to make everything the same colour.

My questions are 1) Is this the right thing to do or an I missing something obvious, and 2) What paint would you recommend?

Id:

Wire brush to remove loose rust.
Kurust or similar to coat. Then will need prime and paint.

I would use a wire brush to take the loose stuff off but you don't need to expend the effort to take it all the way to bare metal unless you really want to.

 some metal paint is formulated to just paint straight onto this. but that's not meant to be painted over.. it sounds to me like you just want to touch up some spots ? so you would put a rust  inhibiting primer on first and then paint on top of that.
