failed to load resource: net::ERR_CONNECTION_TIMED_OUT

hello all - first time posting.

one of my Node.js users in Wisconsin is seeing this chrome error:

failed to load resource: net::ERR_CONNECTION_TIMED_OUT

i have confirmed that i have port 8000 open by using this test link

i know she is behind some sort of firewall, but all i can think of to test is port 8000.  

any other suggestions?
