That line, among others no less troubling, was in a speech by John Magufuli, President 
of Tanzania, on what he called the "dirty game" being played with the coronavirus test-kits 
"imported from abroad," as Reuters puts it:

Tanzania's handling of the COVID-19 crisis has been criticized for its secretiveness, and
for the government's refusal to take stringent steps to contain the spread of the disease:

Thus Magufuli's speech may be a politician's stab at damage control; but it is true that
the coronavirus tests have proven largely worthless, and have apparently been used to 
inflate the numbers of those infected—and especially the numbers of those killed "by
the coronavirus"—as a means of stoking panic: a "dirty game" indeed.
