Mark, I wrote this in 2009, about the swine flu pandemic, but it will provide readers important information on the laws relevant to the emergency use of drugs and vaccines

They need to know that foregoing animal testing of Moderna's vaccine was probably done not to save time, but to avoid accumulating evidence that could be used for injury claims later

Inadequate testing is incentivized by emergency laws that only allow lawsuits against manufacturers for willful misconduct. As long as the manufacturer does not know the adverse effects of their products, they are legally immune
