Hello.
I was involved in the production of these tubes at the GAZOTRON plant in Ukraine.
This is an experimental tube in an IN-4 lamp housing.
Almost 200 of them were produced, but I saw only about 5 of them in circulation on the Internet.
Therefore, my subjective opinion is that the price of 150 dollars is a high price. You have to follow the market and someday they will appear on sale.

And do you have any idea about the numbers of IN-23, IN-27 and IN-30 produced ?

I heard about an hypothetical IV-5, an IV-4/IV-17 in a top view like the IV-22 ???

Such lamps as in-23, they are not test, quite a lot of them were made. Of course, not at the level of in12 in14, but also in the tens of thousands.
Such neon lamps as in-27 in-30, which have a marking and a name, were produced up to 1000 +/- pieces. but this is not a guarantee that they have been approved and their production has begun. Unfortunately, the bureaucracy did not always give permission even after the prototype was approved.
Such as the in-23 type, but in the in-4 case, it is unmarked, it is a prototype (EXPERIMENTAL). 100-200 pieces were made of them for further tests before reporting and approval to management.
Such lamps as IV-5 were not manufactured at GAZOTRON, so I cannot know how many prototypes were produced at other factories.

Quite a lot of prototype lamps were produced, only after testing they did not always remain, they were often destroyed if the testing did not meet the quality requirements.
There is also such a lamp as in-22, it is very rare, I saw it only once.
Also, for each mass lamp there were several types of prototypes, for example, in-16 there were about 15 types, but I met that about 10 pieces reached collectors
