A quick Google of "nixie tube divergence meter" shows several projects, some including full schematics & source code... whether those projects are suitable exemplars or not, only you can decide :)

I guess nixie tubes are a constant display technology in other time lines.

I have made 2 from Tom Titor's website. In my opinion the various construction and info pages on the website are excellent and make it easy to make but you need to read all of them carefully to get the big picture and assemble one correctly. Tom himself is very helpful. I think if someone like me who is really a kit builder can make two then most people here can Regards John

Thanks Chaps, I'll have a look at Tom's site and also pass the info onto the guy who asked me to make one just so he's happy with the 'Authenticity' as I have never heard of the film / story.
I'm with mike on the Dekatrons though!..
