I've bought similar bulbs, with leads. Several years ago I bought a box of 1000 green "NE-2" from China, and sold a few batches to neo-nixie members.

It's hard to tell what the internal gas is, but when it ionizes it also causes the phosphor coating of the bulb's interior to glow. The nice thing is that the glowing area is the entire interior surface of the bulb, and not just the negative electrode in a conventional neon bulb. When off, the bulb appears white. Other colors such as blue, red, yellow, and white are available.

the photo of the energized lamp shows orange neon-like colour  so probably neon gas content includes some argon which generates UV to activate the phosphor coating.  I purchased a large number of similar bulbs with 2 inch leads from the former Active Surplus in Toronto.  Electronic Goldmine also used to have them.

One or more visible visible lines in the neon spectrum excites one of the green phosphors. I can't remember which at the moment but then we didn't dig that deep in neon school. I did make a nice palm tree that way.

Also, it's the combination of argon and mercury vapor that really get things excited.

I too have similar NE-2G bulbs that are white colored and glow green when powered. I bought a pack of 20 a while back from China. They are about half the size of what a traditional NE-2 measured. However, I have about 10 or so NE-2G's that I purchased from Radio Shack back in the 1970's. Those have a very bright glow and no hint of orange.

I tried some NE-2G's with one clock as the colons. I had the tube LED's lit green and thought it might look "different". However, it looked better with straight NE-2's (or IN-3's) rather than green. I am rather used to the green/amber motif as that was something of a common color scheme for electronic devices around 2000 (had a Motorola cell phone with that color scheme in the display) and even my 2000 Honda Insight has an amber/green digital dash.

There exist also blue and yellow bulbs. Have only 5 each of them, but NOT for sale:

Bought them once  on eBay.

 

Many Yeears ago I saw blue, red , yellow and green neon bulbs at an electronics fair
