Those are quite obviously solder pulls.   I personally have never had good luck with solder pulls at all when they are nixie tubes.

Just the heating and pulling usually compromises the seal around one or more pins.  The result is a slow leak.   6 months down the road

and the tube takes on a pinkish tint.   Soon after the pink, it no longer will ever light up again.   Just say "NO" to solder pulls!

The only way I have ever come up with to safely remove soldered tubes from a board is to use a Dremel cutoff wheel on the back to grind

off all of the solder pads so the tube just slides out easily.  No heat.  No pulling.   Intact seals.
