This one has been bugging me for awhile - why make a two digit display that can count up to 19?

first two digits of a 12hr clock would be my first guess....

Hi,

Because this display has been designed to show TV channel in soviet TVs

As far as I remember we only had 12 frequencies reserver for TV brioadcasting.

So 19 is more than enough and  really I have never seen  12 channels  at that time….
