Sync problems on sync page

I am unable to do a simple sync between my samsung s9 and PC windows 10 without selecting the red "reset sync" choice on the synchronization page in settings on my samsung. What's the fix so that I don't need to push "reset sync" each time (as they explain it's for repair of the sync, not for a simple sync)
