Windows Keyboard Shortcuts for Editing View Name and View Entry Captions

How come the standard Windows keyboard shortcut, F2, for renaming view names and view entry captions doesn't seem to work?
The standard Windows shortcut for Paste, Ctrl+V, doesn't work either, unless the text or number to be copied is highlighted first, right-clicked, and then copied using the context menu? The copying procedure should be faster if the standard Windows shortcut for copy, Ctrl+C, works using the keyboard.
Is there a setting I need to change for these keyboard shortcuts to work?
