Is there a way to keep the Propriety Panel active without collapsing the text in the Note Panel?

I would like to keep the Property Panel always visible.
When I do that the text in the Note Panel is collapsed.
Is there a way to keep the Property Panel visible without collapsing the text in the Note Panel (using a vertical scrollbar to read the text in the Note Panel)?
