Workspaces x Lists combinatory behavior - bug or feature?

I am wondering if this is a bug or feature and why it works like this rather than what I would expect.

I'm on Android and interacting with / entering workspaces via widgets (but I just tested it and it works the same within the app).

What I initially though, that I will set up a workspace with certain filters, and then every time I open ANY list in that workspace, it will be filtered by those filters.

However it doesn't work like that.

Instead, workspaces and lists are permutated together, meaning that every lists has it's own instance of the given workspace, and that when I set up filters for Workspace A for the List A, I have to do the same for the list B, C, D, E, F, G.....

This makes me crazy and frustrated. 

How does this make sense? Why doesn't the setup of a given workspace stay in place throughout list changes?
