Is there a way to filter by Max Time?

I thought I remembered seeing this but cannot find it now.  

I would like to be able to filter on task with a maximum time of 15 minutes.

Ideally, it would be great to filter by context and time (e.g. @phone Less than 15 min)

That way if I know how much time to kill and I have my phone I can pull up a few items and get some things done.

Yes, you can add a rule filtering "TimeRequiredMax" when setting up an
"advanved" filter.
