I don’t think you can. But I’ll tell you the workarounds available (which you probably know already).
Re the project approach, the grand-daddy of projects are Gantt charts, and it’s impossible to have common tasks there, as well.
The workarounds could be:
Assign a common text tag to both
Assign a common flag to both
Assign a common caption element to both, and filter for caption contains

I agree with Michael's solution for making it visible. There may also be an issue of dependencies. Suppose for example you are buying a tool or applying for a permit and you have three projects waiting for completion. In each project, you can find the first task that will be initiated upon completion of the common task, and then go into the dependencies section for each of these tasks and mark it dependent on the common task.
