How to change the font color for most headings, and those in the view panel to black

My eyes are not great. I would like the higher contrast of black headings in most panels. I figured out how to change the fonts in the tasks, but not in the views panel or in the tab headings. Is it possible to change these fonts? If so, how would I go about it?
