Add App to Dock in Big Sur

HI,

Trying to add an icon to the dock in Big Sur. This worked fine in Mojave, but now does nothing except restart the dock; no icon gets added. I cannot find the command (if there is one) that lets Big Sur do this:

defaults write com.apple.dock persistent-apps -array-add '<dict><key>tile-data</key><dict><key>file-data</key><dict><key>_CFURLString</key><string>/Applications/Vectorworks 2020/Vectorworks 2020.app</string><key>_CFURLStringType</key><integer>0</integer></dict></dict></dict>';killall Dock

I assume there is one since MDM can add icons for whatever. Problem is installing Vectorworks which needs a lot of extra stuff done with libraries and settings, so it's easier to do with Munki than Mosyle.
