Week 13 roster locks for keeper?

Need to confirm our week 13 roster is what is used for next year's keeper, correct?

Correct. After the Sunday games I will use the roster for next year's keepers. Also those who are NOT in the playoffs teams will be locked from adding/dropping players.

The NFL extending an additional week extended the season from 13 to 14. Roster lock is before playoffs start. Playoff start week 15, which is next week.
