Recommendation for PanTilt camera with nightvision

I am looking for a 1080p or 4Kindoorcamera with panTilt and nightvision.

Support for  PoE or USB-power would be nice.

Any recommendation?

I've had good luck with d-Link (DCS-5020L) and FosCam (9900 and RC2) cameras (Not PoE, though). There have been a lot of issues with REOLINK and generic chinese cameras, some of which have been overcome here, most have not.
A google search produced a lot of review sites:
motion/motionEye tries very hard to follow the standards for http, rtsp, rtmp, h264, h265, and others. If using motionEyeOS, if it works in RaspberryPiOS, it should work in motionEyeOS.

Not sure if you need indoor or outdoor, but I have a few of these indoors:

Seems to meet all your requirements.

 

One caveat though: you need to flash the firmware to get RTSP out of it:

I am not using them with MotionEye, but I have done this with several of mine…….both PanCams and the regular V2 cams. I have also installed the webcam firmware they offer to convert them into webcams for my 3D printers.

D-link seems to enter the appOnly-path for their new products.

FosCam require a suspect plugins with rather bad security reputation to use the webUi.
