Prevent re-election when re-configuring replica set

Hi,

we have got a replica set composed of 5 members:

- Arbiter

- 2 X Data bearing node priority 2

- 2 X Data bearing node priority 0

I would like to remove the arbiter and the one data-bearing node.

Is there any particular way on mongo2.4 to perform this operation without triggering re-election? We want to avoid that gap in which there is no primary member.

Forgot to mention that the data bearing-node to be removed has priority 0 so it won't be the PRIMARY when taking it out of the replica set.
