Site deployment during release

The perform a release docs [1] states that the mojo site is being deployed during the release:perform step. Is that the expected behavior?
I just did a release of jaxb2-maven-plugin and the site is not created during that step. I also see that the readme for jaxws-m-p [2] says that the site has to be built and published as a separate step.

What is the right release steps?
