planning release of build-helper-maven-plugin next week

i've prepared 3 new PRs [1] for the outstanding issues [2] with maven 3.6.2/3.6.3 and an IT problem on windows machines and would like to cut the release 3.1.0 next week. there are some more fixed and enhancements from the last three years [3] that will be included as well.

@Benjamin Marwell i was not able to add you as reviewer in github, feel free to review anyway!

All of them LGTM by plain sight, but I did not test the second one (invoker plugin).
