Split out the licenses.xml related mojos from the license plugin

Hi all,

there is eight PRs in the queue [1], some of them for months. I guess there is nobody taking care. I'd be eventually ready to become a maintainer, but ideally only for the licenses.xml related mojos. Thus I am proposing to split them out into a new git repo, where I am volunteering to become a maintainer.

What do you think?

I don't see a reason for a separate repo, I think that would overcomplicate things: users expect the repo to be at mojohaus and pushing to central might be problematic due to the groupId.

The title of this message is misleading, you're offering help as maintainer but refer to a license-maven-plugin issue.

So I'll rephrase the title, change it into a vote and will give people the time to respond.
