Migrating the rmic and idlj plugin

I have been away from this project for a while; what do I need to do to migrate the plugins for which I am listed as maintainer?

JDK9 is going to have impacts on both the rmic and idlj plugins, as both depend on code that looks to be removed or hidden in Jigsaw.
