I'd put tax liabilities as coming first, so there's something for the gov to buy:

It could just be the language but what do you mean when you write “so there’s something for the government to buy”. It sounds like tax liabilities are needed for the government to buy?

This is an unsound premise. Individuals can only buy what's for sale (if we have the $). Government, by definition, has powers that it wields on behalf of society, and that includes the power of buying what IS NOT offered for sale. (Civil asset forfeiture even lets them take property without paying.) Eminent domain is one of the things that differentiates individual rights from societal rights.
