I vaguely remember hearing about a "!" channel for saw 1.1. Is this implemented and if so what exactly does it do? I couldn't find documentation on it.

It was added in 1.0.4, actually. From the release notes:

Added support for public document channel. Access to the '!' channel is automatically granted to all users
