Traceback error upon starting application

First and foremost, I want to thank you for your hard work on creating and maintaining a great program. I've been using this program with no issues. Haven't started it for about two weeks while I was moving. Now that I'm trying to run the program I get the following error. I've tried re-installing and I have the latest 2.3.1.
An unexpected error has occurred.
Please forward the following info to the developers:

File "mnemosyne\libmnemosyne\upgrades\upgrad3.pyo", line 22, in run EOFError
Any ideas on how I can resolve this? any help is much appreciated. Thank you.

To do delete the file C:\users\wilencec\AppData\Roaming\Mnemosyne\config one last time.
It should not reoccur then.
