Mnemosyne install issues

I previously had version 2.3 working fine on my desktop, but I uninstalled it including deleting the folder that it left afterwards, and reinstalled with version 2.4 so I could use my android tablet with it. When I installed it this is the message I would get after opening up the program. Right after the system error message it would give me a second error (Fatal Error message). I googled the first error online and saw that it was bc of a missing system pack, which I tried to install, but after I reinstalled it it was still giving me the same messages as before, even after restarting my computer. Can anyone help get my computer to work with the new version? Thanks in advance.
