Legislation to permit the adult use, cultivation, production, and retail sale of marijuana is forthcoming in the Minnesota legislature.

Deputy Minority Leader, State Rep. Jon Applebaum has announced his intent to sponsor the measure in a press release. The bill would allow those age 21 or older to legally possess and cultivate marijuana for personal use and establish regulations governing its commercial production and retail sale. 

“The world is changing, and Minnesotans are rightfully developing different attitudes on marijuana,” Rep. Applebaum said, “Other states’ successes, along with the failed prohibition attempts of others, have validated the need for a statewide conversation on legalizing the personal, recreational use of marijuana.”

The bill for a proposed amendment is numbered HF 926, sponsored by Reps. Applebaum, Metsa, Schultz, Considine, Kunesh-Podein, Sundin, Ecklund, Ray Dehn, and Flanagan.   Along with it is a biull numbered HF 927, sponsored by Applebaum, Metsa, Sundin, Ecklund, and Ray Dehn--this is the bill spelling out details such as "legal possession of one ounce" and the requirements for setting up cultivation and sales facilities.
    The amendment would be the way to get the issue placed before the voters for a popular vote.  The soonest that could happen is 2018.  To reach that, we have to build a massive popular movement, and register a hundred thousand new voters.  As for the enabling bill, HF 927, Gov.Dayton would veto it.  But he can't veto a proposed amendment.
     I ask all NORML supporters to find out who your legislator is, and e-mail him or her right away to say, it's time to  end prohibition!  Let's get growing!  http://www.gis.leg.mn/iMaps/districts/

     We have worked toward this for 40 years so don't wait for anyone else to act--it's up to you!
    I am hopeful that a more sophisticated bill, closer to the Oregon model, might be introduced soon by a couple of other members who definitely support the legal right to grow and use cannabis.
