Restore Files Fetch Failure 6.2.x Windows

I am getting the below error in Windows only.  The setup is a local backup (USB SSD) and occurs on both 6.2.0 and 6.2.1 clients.  Reverting to 6.1.2 is successful.  I am not sure what else to provide, so let me know if I can run or capture this to help see if this is a bigger issue or just me.
