website problem with symbols download

Although most files/downloads look OK, I'm getting zero bytes from
http://us.metamath.org/downloads/symbols.tar.bz2 which is causing the
tests at
https://github.com/metamath/set.mm/actions/runs/3734891781/jobs/6337539307
to fail.

I didn't see any recent changes to
https://github.com/metamath/metamath-website-seed or
https://github.com/metamath/metamath-website-scripts (at least, not
obviously relevant ones) so I'm not sure where to report this other than
this mailing list.
