Is there any technique or tool for projecting skin weights from one model to another similar to how you can transfer UVs using the Transfer Attributes tool?

I need to get the weights from one mesh to another. I cannot export weights as certain sections have been removed from the destination mesh and vertex order has changed, however the weights on the remaining areas should all still work if I could just project them.

Never come across a need for this or seen any evidence it can be done.... but worth asking!

Is the "copy skin weights" with raycast giving you useless results?

Did you try the maya native copy skin weights command?
Rigging menu set > skin > copy skin weights.

If you have to work a lot with skinning and weights
I can recommend ngskin tools.
It is well worth the money. (65$ for a single personal license)
makes it a lot easier.
https://www.ngskintools.com/
It also has a free evaluation version.

I too can highly recommend mgear for rigging and skinning.

+1 to ngSkin Tools and copy weights.  Use it every day and honestly don't know how I rigged all these years without it.

I've never used ngSkinTools and get pretty good results with copy skin wts..
one big tip though.. is to create GOOD joint labels...

I made a quick video about this a while back about mirroring. but it holds true for coping wts as well
