The Gleeble welding simulator can subject a small sample of steel to a similar thermal cycle to that experienced by some part of the steel during welding, thus creating, in the whole width of the specimen the metallurgical structures which would normally exist only in a very narrow band or local area of the heat affected zone of the weld. This can then be used as a means of studying the properties and structure of these discrete microstructures. The thermal cycle has to be programmed into the machine from prior investigations.

The disadvantage is, I suspect, that HAZs contain areas of poor properties which are constrained by the surrounding material and if you test the HAZ of an actual weld these areas do not dominate the overall properties. In the simulated specimen you have a lot more of that microstructure and you will discover the true base values of toughness, for example.

A Google search on the term Gleeble should give you  a lot more information.
